The codebase contains javahelp stuff but this looks like it was autogenerated
and only weakly fleshed out. The module needs to be documented and a proper help
set created.

Help has been turned off in the module manifest to avoid warning messages when
loading/unloding the module since a module by itself (not packaged in an .nbm
file) can't have help and the .nbm build has not been added to the ant script.
The nbm target will need to be added to the build.xml and the manifest updated
to again point at the help information.

This task should be performed late in the development after most of the
functionality has been implemented.

Not true about non-NBM modules, just pack the JavaHelp into the module
JAR and it is fine (actually this is the only way guaranteed by the
APIs, using docs/ is not officially supported though it works).
