Right now it is possible to remove verification requests although none were in fact requested. In addition to that only
valid NetBeans versions are offered which is very unfortunate solution for plugin owners who requested their
verifications long time ago for example for NetBeans 6.0 and now can't remove that verification request because only 6.7
and 6.5 versions are offered.

Hence I am proposing to:
1. put "Remove" option into the left pulldown menu only if there are some verification requests
2. put all NetBeans version into the right pulldown menu whose verifications were requested for the plugin
