currently it's sometimes Sources, sometimes Tests..probably depending on context of new file wizard invocation

Yes, it depends on where it invoked - it's the same for all the ruby templates. Personally I prefer the current 
behavior, but if more people complain about this I can change it (it would need then to be changed for all the 
templates so that the behavior would remain consistent). Changing to enhancement for now (at least to me this isn't a 
bug).
