As discussed at http://openide.netbeans.org/proposals/arch/index.html it is
necessary to create a framework to allow modules to provide official API and
communicate with each other.

Just conventions you mean? What do we need that we do not have already?

The only issue that is left is issue 19621, so Jesse when you finish
that, please close also this one.
