When attempting to add an html file to a folder in the "Files" view tab, the html document is not added under the selected folder but in the root of my projects web source.  This is not the case with other file types like Empty File and Properties File.

I'm not sure about that, but if you choose the html template from Other category then the folder where you invoked the popup is preselected even if it isn't from the "web" or "src" directory. If you use the html template from Web category then you are forced to place the file only into the "supported" folders. I agree that it is quite confusing even if it make a sence.
