Pressing the quick search key when the quick search toolbar is not visible should open a transient window that allows the user to type their search and then disappears.

Probably yes, but it's enhancement not a bug from my point of view - we designed quick search as toolbar only.

However I agree that it would be useful feature for those who don't want toolbar version for some reason.
