according to bug at https://bugs.gentoo.org/show_bug.cgi?id=319373 it is not possible to build netbeans behind proxy. build fails with:

 [repeat] error: Failed to parse document at
'http://xmlns.oracle.com/weblogic/weblogic-javaee/1.0/weblogic-javaee.xsd'.
   [repeat] java.net.ConnectException: Connection timed out

when building target all-j2ee.weblogic9

forgot to mention that it is bug from netbeans-6.9_beta

I think already fixed post beta.
