Product Version = NetBeans IDE 6.9 (Build 201006101454)
Operating System = Windows XP version 5.1 running on x86
Java; VM; Vendor = 1.6.0_16
Runtime = Java HotSpot(TM) Client VM 14.2-b01

In version 6.9.1 or Dev Version the code completion in jsp files does not work for struts.
Can't load /struts-tags file.

It's because Struts 2 isn't supported for now. Changing type to enhancement and let's wait which feature will be planned for next release.

Duplicate of issue #199543. We don't support Struts2 at all for now.
