The task currently assumes that all help sets are in Class-Path extensions, which was never a safe assumption and is definitely broken by @HSR. It also assumes that all *.hs are registered help sets (not true - see apisupport templates), and that all registered help sets have the *.hs extension (also not true).

core-main #04478fa6b088 at least improved it to skip over @HSR cases.
