Public settings are ones that are put into the project's directory, and that will thus be shared with everyone who shares the project's directory.  Private 
settings are kept elsewhere in the IDE, and are only seen by that particular user.  The user might need to change the privacy level of a given setting.

Accordnig to the uispec user is able to define the privacy of settings
on the level of configuration or profiles she creates. The API is
ready and UI has been specified.
