The user may wish to specify that certain groups receive special settings treatment.  Modules can define a set of object groups.  These groups let the 
user specify different settings for each configuration.  In the debug configuration, the user might assign Compiler=fastjavac to some group; in the build 
configuration the user might assign Compiler=javac to that group.
