Base of new projects infrastructure - workplace which will show multiple open project and provides access to basic operations with projects 
(open/close/create/delete, ..), settings active project.

The workplace node and projects tab are implemented, including all the
basic project operations except for 'Set As Active'. However the API
for accessing active project is ready (Workplace.getCurrentProject())
and UI will be implemented as part of issue #28558.
