I have seen this problem several times recently, but I am not able to reproduce it. Do you know reliable steps to reproduce?

In any case, I am not aware about any recent changes in GUI Builder in this area. The screenshot also shows that the form was recognized correctly (ApplicationExplorerTopComponent has the correct icon). So, it can be a problem in the view itself or even deeper in data loaders.

I am reassigning this issue to java/Project to evaluate whether the problem can be in the view.

Nothing in common with project view.
It's just displays folder content by delegating to DF children: dataFolder.createNodeChildren( NO_FOLDERS_FILTER )

When it happens it stays for ever. In recent build it might happen temporarily like when expanding a source node during start up.
