The contents of .cvsignore at the project level is:
build
dist

Yet the CVS -> show changes panel shows files in the "build" directory.  See screenshot coming soon.

Well, i don't know why but you must have committed the files to repository because they are marked as modified. What does commandline say about those files? Are they also marked as modified by a commandline client?

From the command line, a "cvs -n update" does not mention the build directory at all.  Browsing the repository with the Team, CVS, Checkout dialog does not show the build directory.  I've looked in the actual CVS repository and there is no "build" directory.  All of the evidence supports what I remember, that I have not checked in anything in the build directory.

I've seen this in a few web projects since upgrading to NB 7.  I don't remember it happening before that, but could be mistaken.

It's probably an equivalent of bug #198033 - in this case in CVS instead of SVN
