Starting netbeans for the first time and importing all setting from nb 7.1
reference problems are shown for all plain java projects. The xml files are
present in <userdir>/config/org-netbeans-api-project-libraries/Libraries/

Restarting netbeans does not solve the problem. It seems that <userdir> build.properties has not been populated.
