When changing tabs in the plug-in manager, focus is automatically set to the table inside of the tab.
For the sake of accessibility if a user is using left/right-arrows to navigate between the tabs in the tabbar, focus should stay in the tabbar until the user explicitly tabs out of it.

You can get out of the table, which indeed gets the focus, by Ctrl+Tab and then use Tab to navigate again in the tabbar.

It is true that ctrl+tab will allow you out of the table, however, I have found times when this doesn't work.   Maybe due to my system, but it happens nontheless.

In most windows applications with a tabbar, you can navigate the tabbar and select the tab you wish to enter then just enter it rather than having to go through the extra steps of going back to the tabbar afer each right/left arrow to switch tabs.  As a windows/jaws power user, I find this behavior very frustrating and confusing.  If I were a new user of netbeans I would have no idea how to switch tabs nor would I even know I was in a tabbed environment.
