Ken discovered following problem:
#1) install fresh NB 7.2; start making Java Web Project just to activate EE cluster
#2) download http://deadlock.netbeans.org/hudson/job/release72-au/lastSuccessfulBuild/artifact/nbbuild/nbms/extra/org-netbeans-libs-oracle-cloud.nbm and http://deadlock.netbeans.org/hudson/job/release72-au/lastSuccessfulBuild/artifact/nbbuild/nbms/extra/org-netbeans-modules-cloud-oracle.nbm and then open Tools->Plugins and try to "Install" those two NBMs  via Downloaded tab

When I first click Install I get list of handful other modules which needs to be updated - see the attached screenshot. And here is the problem: if you continue with installation the modules are downloaded and IDE has to be restarted but the IDE restart will complain that some module dependency was not satisfied and modules has to be either disabled (most of them!) or IDE cannot be started. Now, and this is the interesting part, when you press Install first time and you get long list of dependencies to upgrade (ie. the earlier screenshot) instead of continuing the wizard just press Cancel and then press Install again - this time the only modules to be installed are two NBMs you selected in first place and everything will be OK!

It's dup of issue 218887. I think it's not so bad, it's isolated problem in Download tab. When Cloud plugings were  released, the end-users will use Available tab which is not broken in this way. Furthermore, the users usually apply updates first before install new stuff I guess.

re. "It's dup of issue 218887" - but why installing all available updates should result into broken installation of NetBeans where some essential module dependencies are broken? Was that part of the problem fixed as well?

Yet another dupl of issue 218373 also fixed in NB7.2.1
