I am using the Subversion CLI client (Options->Miscellaneous->Versioning->Subversion->Preferred Client: CLI).

Please add an option to allow specifying a 'nice' value that client will run with.

From the manual page of the 'nice' command.

STANDARDS
     The nice utility is compliant with the IEEE Std 1003.1-2008 (``POSIX.1'')
     specification.

HISTORY
     A nice utility appeared in Version 6 AT&T UNIX.
