When one uses css class/id completion in a css or html file, the completion offers primarily items from the linked files, and secondarily from non linked files. 

It could be useful if user completes one of the not linked id/classes to import the corresponding stysheet. Assuming the name of the stylesheet is visible in the completion list - issue 224651 - Show stylesheet name in class/id css completion

+ add an option to disable the autoimport to the css options

There's already a error check+hintfix if one uses a new class.
