FFJ40 build #020507_1
jdk1.4.0

Steps to reproduce:
1. start ide
2. open two independent properties window for e.g.
MemoryView
3. select execution tab in both
4. in options change debugger and executor for
java files to do not debug
5. check that one change (only debugger - executor
was set by user) was propagated into both prop
windows - so far so good
6. revert settings back to the default layer -
using option's layers table
7. note that settings in both prop windows weren't
changed, however they shoul  - open third prop
window as the proof

It seems as problem is layers for me. A property change event is not
fired on properties in displayed property sheet. I assigning to
openide/settings. If I'm wrong then reassign back, thanks.
