Figure out how Open File will work with projects (e.g., open then add?  Add the object's 
directory?). 
More generally, figure out what context to use for data objects from filesystem which are not in 
any project.

Version 2 of the spec was posted to projects-dev, and 
received no responses, even after a prompting a few 
days later.  From this, I conclude that the spec is
either acceptable, or that it is sufficiently non-
controversial to be implemented.

Closing, this is done. The uispec is done (see link mentioned by Tomas
Pavek), also the part provided by projects ifra is done (see issue
#28395).
