I use IDE in debugger mode.
I have installed debugger and do not have c/c++ compiler.
IDE do not detect automatically tool collection with debugger only.

Integrated into 'main-silver', will be available in build *201406270001* on http://bits.netbeans.org/dev/nightly/ (upload may still be in progress)

The fix for "project less" mode was done.
General solution is a enhancement.
