After uninstalling both Local Tasks and Bugzilla plugins (and some other, I only left Local History, CSS Source Model, IDE Branding, Mercurial, IDE Platform, C/C++, Notifications and RCP Platform), the org.netbeans.modules.versioning.ui module gets removed too, which makes Local History fail to load and disables Team options category, where Mercurial settings reside. I was able to reproduce this behaviour on the latest Dev version too.
If it is of any use - I am installing NetBeans via zip file.

versioning.ui should not be uninstalled when someone is depending on it (localhistory).
