Tested in build 200206250100, JDK1.4.0.

Steps to reproduce:

- run IDE in SDI by the following command
$ runide.sh -userdir temp -J-Dnetbeans.windows=sdi
- when IDE is up, open a Form (for example
double-click on MemoryView)
- both Welcome panel and MemoryView start to open
and NPE is thrown (see attachment)


It breaks some GUI tests.
