NETBEANS Notification output

Gives error message - UNABLE TO CONNECT TO SERVER- with a status of HIGH and separate detail info which I attach as SCREENSHOT3

Network Problem

It gives URL for problem and request to try later. I have done so several times with same results. PLEASE HELP TO RESOLVE FROM THE SERVER END. THANK YOU.
