Step to reproduce:
- full IDE in ergonomics mode
- create C/C++ applicattion
- open main file
- check: context menu and global refactoring menu for actions "Change Function Parameters" and "Encapsulate Fields" have shortcuts.
- create Java application
- switch editor to C/C++ main file
- there is no shortcuts in refactoring menu

Closing and opening the file will show the correct shortcuts again. Even when the shortcuts are not shown, they still work.
