Project still has project specific license.

I have opened my prior projects in 8.1, creating new Java classes does not insert the correct license header.

In my projects preferences the license header still exists, I've also tried committing this by clicking save.

Might this be a duplicate of issue #253466?

Will switch over to nightlies.
