Product Version = NetBeans IDE 8.1 RC2 (Build 201510082301)
Operating System = Windows 7 version 6.1 running on amd64
Java; VM; Vendor = 1.8.0_60-ea
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.60-b23

Reproducibility: Happens every time

--Use Case--
1. Have an instance of NetBeans 8.0.2 installed with some plugins including : Dark Look And Feel Themes, Copy qualified name, Close other documents, Sort Line Tools
2. Install RC2
3. Import plugins from 8.0.2 installation when prompted (including all plugins above)

--Actual Result--
All mentioned plugins above are not imported / installed.

--Expected Result--
All selected-for-import plugins are automatically installed in the RC2.

I realized the same behavior with RC1 already but did not have time to report

The plugins are not imported immediately. The import is started about a minute after the IDE launch.

Please check it...

I am not saying that plugins should be automatically imported from previous available release.
I am saying about importing plugins when prompted by the IDE (see 3rd step) - and yes you are right the notification comes some time after the IDE launch.
The problem is that most of the plugins are imported but some of them are not. Please also note that not imported plugins are not listed in the list of incompatibles plugins. They could be installed on top of 8.1.
