The javacvs client is not using the TEMPLATE file that has been checked from the cvs repository.
Excuse my ignorance but what kind of TEMPLATE file do you mean ? Where was it checked out ? (I mean destination directory)
it's the file in CVS subdir that's inteded to be a template for the commit message. I don't believe it's a bug, since this functionality wasn't implemented yet, so it's rather an enhancement IMO.

Changing subcomponent to library as this needs to be implemented in the cvs client library. This is necessary to have implemented in 4.0 in order to be able to unify the UI of both command-line and built-in client. Scheduling for 4.0 for now, we'll see how complex this is and whether it can be done in 4.0 timeframe.
