Product Version = NetBeans IDE 8.1 (Build 201510222201)
Operating System = Linux version 3.13.0-68-generic running on amd64
Java; VM; Vendor = 1.8.0_60
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.60-b23

Reproducibility: Happens every time

STEPS:
  * open scss file
  * select line
  * toggle comment

ACTUAL:
  nothing happens

EXPECTED:
  comment to be toggle

For me the toogle comments cere only working on CSS and so I

have copied \AppData\Roaming\NetBeans\8.2\config\Editors\text\css\Keybindings
to \AppData\Roaming\NetBeans\8.2\config\Editors\text\scss\Keybindings
and \AppData\Roaming\NetBeans\8.2\config\Editors\text\sass\Keybindings

Now it works
