There's a NetBeans plugin for Freemarker templates.

 However in the last update of NetBeans it misbehaves - causes the editor to disappear, scrolling doesn't work, typing doesn't work - makes it unusable.

Not sure how much that's under NetBeans team's wings. If not, perhaps you could take it over and fix?
