This bug describes what you manually need to do in order to integrate the latest gluonhq version of Scene Builder with NetBeans 8.1:

I have asked gluonhq to improve their packaging, more information is here:

As stated in that bug, it would help if NetBeans changed to the configured Scene Builder directory before running the wrapper script.
