With this plugin: http://plugins.netbeans.org/plugin/34929/scss-support it is possible to convert a css file to scss. The thing is I don't need this plugin because NetBeans has good support for sass. Code completion works faster in this plugin but hope that this will be fixed soon. So please allow converting a css file into scss with options for example.
