Runtime = OpenJDK 64-Bit Server VM 25.111-b14

Reproducibility: Happens every time

STEPS:
  * Open Project dialog
  * Press context menu keyboard key

ACTUAL:
  nothing happens

EXPECTED:
  context menu pops up

Reproducible in current Dev build 201702130002, Windows 7 Pro, regression from NB 8.2 (where it works for me). Setting to P2 because of accessibility.
