For any Java project which has a persistence.xml file:
- Select the file's node in the Projects tab.
- Right click, and then select 'Open or 'Edit' from the popup menu.
- The file opens in the "Design" view rather than the "Source" view.

The file should open in the "Source" view, and "Source" should be the first (leftmost) tab rather than the second tab.

Bug 236092 refers. That was closed as "RESOLVED WONTFIX", but the final response stated "This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue". 

The issue is still relevant since it can be reproduced under the following versions of NetBeans:

[1] Product Version: NetBeans IDE 8.2 (Build 201609300101)
    Updates: NetBeans IDE is updated to version NetBeans 8.2 Patch 2

[2] Product Version: NetBeans IDE Dev (Build 201710160002)
