Prepare OpenFile module to plug projects dependent
functionality that will be implemented in eager
module -- issue #28532.

The Open File submodule is rewritten and a projects-aware extension
module of Utilities is created (see issue #28532). The projects-aware
extension of Open File submodule has been integrated into the trunk
and is currently in a beta stage.

As described in

the current work on projects prototype has been stopped.

The module is left in a beta-stage. It works but is not fully
functional. Missing functionality is marked with comments containing
string "PENDING" in the source code.
