Hook up new set of TagLibData to tag code
completion  2 days
  (but not yet adding the taglib directive to jsp
or the taglib to the web app -- that's another
task)

current code completion is based on the taglib directive being present 
in the JSP. we were planning to offer code completion for any resource 
in the app or in the repository, so that means that the cc database 
has to be based on that info instead.

It's probably related to code completion for available java beans as well.
