- In the Explorer window select the "Runtime" tab
- Select node Server Registry/Installed
    Servers/Tomcat
- select "Add Tomcat Installation" item from
context menu
- in the dialog push Browse button
The "Open" dialog appears.

This is a JDK issue with JFileChooser component. The bug was already
fixed for mantis (JDK1.4.2).

I suggest to close this issue as WONTFIX.

As I suggested - this is a dublicit bug to bugtraq 4515031.
The bug was already fixed in JDK (Mantis release).
