As generally discussed in issue 28376 there are
several possibilities how JNLP can be used to
start NetBeans. I am creating this feature request
to track progress with the most simple solution:
just use JNLP to download, install and start a
NetBeans distribution. No changes to the module
system are required for this to work (as verified
by my first prototype). The code implementing this
feature should go to installer/jnlp folder.

I have already started with implementing this. The only remaining task
is to be able to use "editions" on top of the platform.

The installer works for me - I am marking this one as fixed. This is
not the final solution. I have created new issue 35036 to track
progress with the changed specification.
