User problem:

It is hard to find where the code templates are
located

User need:
-----------------------------------
The user needs to customize the templates to be
able to have company copyright in all files, code
customizations, etc.

Product requirement:
-----------------------------------
Make templates part of the simplified options,
change the templates to contain a hint on how to
customize them (ala IntelliJ IDEA).

Templates customizer will not probably be part of Options Dialog. 
But this issue should be resolved before the new OD will be introduced.

No plans and time to do this, so who will take care of templates support?

There is new Template Manager which should cover these requirements.
