User problem:

Managing opened windows is hard - missing
functionality to close several windows at once.

User need:

The user needs to be able to close multiple
windows at once.

Product requirement:

Add ability to selectively close files (via a dialog),
"Close All But This", "Close all unedited"
,etc.

Note that the original spec for the new window system included
this.  However the requested dialog was rather bizarre (it
was part dialog and had other problems, so it was eliminated).

It wouldn't be hard to do something like this for the new
tab control;  the challenge is doing it in a way that is 
discoverable and intuitive.

Hack factor: 1
Difficulty: 5 (not an easy feature to design, short of a 
popup menu [tab popup menus are gone in the new ws])

Have such a dialog.
