According to nbdev I should file a RFE requesting
that a module writer needs to be able to register
a local instance of the schema(s)? This would be
used to allow user validations using the xml
editor. This should be possible as there are many
uses for this including J2EE.

AFAIK it is partially possible; you can register the *possibility* for
the user to add the schema from the XML Entity Catalogs node, but not
actually preregister it. Still investigating in the context of issue
#49976.
