To reproduce:

- run IDE
- open Window|Output, Window|Runtime
- attach Runtime as the last tab to Output
- attach Runtime to the TOP of Filesystems => pane
is empty

When it is attached somewhere else it is repainted.
Tested in build 031105, JDK1.4.2_02, WindowsXP.

Tabcontrol makes the runtime component invisible.

Fixed as part of fix for issue 36985 - StackLayout now ensures that
the component really is added to the container.
