Sometimes (and I cannot find any pattern) when I
open the help via the Help menu, the help window
pops up and then gets pushed behind the main
window. If I am opening the help, it is because I
want to see it so I don't understand why the main
window gets fronted and I have to minimize or move
the main window or alt-tab to get to the help.

I've seen somewhat similar behavior on Windows with other dialogs.  It
seems to happen if in between the time the action was invoked and the
dialog actually shows, a tooltip is shown, but I'm not sure that's the
root cause.  If it is, though, the new code for making actions run
synchronously on the event thread may help.
