dev build 2003311301900

   Some property names seem to be showing up in
the properties window. I'm filing this against the
form component because that's where I'm seeing it
but I suspect the problem lies in openapi.

Repro steps:

1) In a JPanel (although this applies to all Swing
components with properties) focus on the "Tab
title" property.

2) When the property has a value, its name changes
to "<html><b>Tab title" and the HTML markup
language is visible instead of actually marking-up
the label.
