Projects tab context menu looks OK. In Files tab,
"Properties..." (wrong position acc. to UI spec)
shows customizer correctly. But "Properties" (at
the end) shows a nearly empty property sheet!

And for a j2seproject with an external source
root, "Properties" is disabled.

The Properties action will now invoke project customizer for project
directories and propety sheet for all external source folders.
