* Move the "Project Folder" field
* Change the step name to "Name and Location" (even in the left 
wizard pane).
* Change the wizard title to "New Java Library"

Fixed for the name of the whole New Project wizard please refer to
issue #43071

This issue was solved long time ago. Because nobody has reopened it neither
added comments, we are verifying/closing it now. 
If you are still able to reproduce the problem, please reopen. Thanks in advance.
