Ant does not build a tree of targets for a build 
descriptor which contains imported (by <import/> 
task) build descriptors. Thus, a developer is not 
able to execute targets and nvigate through build 
descriptors. Netbeans shows a hint: "Unknown 
datatype <import/>". It runs "exucute" context 
menu item with no errors, though.

Already fixed in 4.0 dev builds.
