Core/Palette:
Provide support for sorting categories and items alphabetically and custom
ordering. Allow switching between these modes.

i added an option to sort categories and items by their names which becomes a
new 'custom' order then.
i'll implement switching between sorted and custom order modes when HIE decides
how it should actually work.

according to the updated palette ui spec the palette window does not have to
provide 'custom sort order' and 'sorted by name order' modes.
