Plugins/add-ons like mobility pack and CDC pack should respect the previous installed modules and not take over the menu. This is the behavior of Mobility pack and Enterprise Pack, they respect the General and Web categories in the New Project Wizard that come by default and position themselves under them, CDC pack and all other additional modules/ plugins should respect the installed applications and install under them. Plugins should install and uninstall gracefully, without "jumping in your face". This feature is less of a bug and more of a rule of conduct that should be standard like eating with manners, or not running in the halls :)
personaly I think alphabetical order would be best solution. Also General for J2SE was probably not a good choice. In my IDE with three additional Packs it looks like: CDC C/C++ General Web Enterprise Mobile NetBeans Plug-in Modules Samples
[OT: Hey what a cool issue number so round :)] Alphabetical would also work, although i would prefer the described behavior (FIFL - First installed first in list). I think there is an RFE that asks for this to be configurable (you can edit the positions of the categories) that might be a good place to set a rule to be respected by all modules. Be it alphabetical or FIFL.
